    A-G withdraws charges against Collins Dauda and four others in Saglemi Housing Project case

    The Attorney-General (A-G), Hon. Dominic Akuritinga Ayine, has officially withdrawn all charges against former Works and Housing Minister, Alhaji Collins Dauda, and four others in the Saglemi Housing Project case.

    A nolle prosequi notice was filed at the High Court (Financial Division 1) in Accra, confirming that the state will no longer pursue the case against:

    1. Alhaji Collins Dauda (Former Minister for Works and Housing)
    2. Kweku Agyeman-Mensah (Former Minister for Water Resources, Works and Housing)
    3. Alhaji Ziblim Yakubu (Former Chief Director, Ministry for Water Resources, Works and Housing)
    4. Nouvi Tetteh Angelo (CEO of Ridge Management Solutions Ghana Limited)
    5. Andrew Clocanas (Deceased) (Former Executive Chairman, Construtora OAS Ghana Limited)

    The notice, signed by the Attorney-General and Minister of Justice, was filed in February 2025, bringing an end to the prosecution’s case against the accused.

    Background

    The accused individuals were facing 70 counts of causing financial loss to the state in relation to the controversial $200 million Saglemi Affordable Housing Project.

    The case was initiated under the Akufo-Addo-led administration, which alleged that Collins Dauda, Kweku Agyeman-Mensah, and Alhaji Ziblim Yakubu played significant roles in the planning and execution of the Saglemi Housing deal.

    Additionally, Andrew Clocanas (now deceased) and Nouvi Tetteh Angelo were accused of being involved in financial irregularities surrounding the contract.

    With the latest nolle prosequi filing, the state has officially abandoned the prosecution, marking the end of the high-profile legal battle.
