President John Dramani Mahama has appointed Dr. Victor Asare Bampoe as the new Chief Executive Officer (CEO) of the National Health Insurance Authority (NHIA).
Dr. Bampoe takes over from Dr. Da Costa Aboagye, who was appointed in February 2024.
Dr. Bampoe is a seasoned physician and public health expert with extensive experience in global health policy and financing.
A former student of Achimota School, he earned his medical degree from the University of Ghana Medical School and later completed a Master of Public Health at the prestigious Johns Hopkins School of Hygiene and Public Health in the United States.
His career spans both national and international healthcare institutions. Dr. Bampoe has previously worked as a Senior Fund Portfolio Manager at the Global Fund to Fight AIDS, Tuberculosis, and Malaria in Geneva. He also served as the Deputy Minister of Health under the Mahama administration, where he contributed significantly to improving healthcare policies and expanding access to health services. Before assuming the NHIA CEO position, Dr. Bampoe worked with the Joint United Nations Programme on HIV/AIDS (UNAIDS), with postings in Nigeria, Kenya, and as the UNAIDS Country Director and Representative to UNEP and UN-Habitat.
At his appointment, Dr. Bampoe expressed his dedication to Ghana’s healthcare system and aligning his vision with the National Democratic Congress (NDC) health manifesto. This includes the push for universal health coverage, improved healthcare financing, and the sustainability of the National Health Insurance Scheme (NHIS).
Dr. Bampoe emphasized, “There is an urgent need to uncap the NHIS levy to improve healthcare access and service delivery for all.”
He called on NHIA staff to actively engage in the mission of expanding and enhancing the National Health Insurance Scheme (NHIS), particularly for vulnerable populations.
With his vast expertise in public health financing, Dr. Bampoe is expected to implement key strategies that support the expansion of NHIS coverage in line with the NDC’s 2024 health agenda.
He also expressed gratitude to the outgoing CEO, Dr. Da Costa Aboagye, for his work in enhancing the NHIA before beginning a brief tour of the NHIA facilities.
With a robust background in securing international health funding and executing large-scale health programs, Dr. Bampoe is poised to lead the NHIA into a new chapter, ensuring a sustainable and more effective health insurance framework for all Ghanaians.
