    Family petitions IGP over death of Perpetual Didier’s brother

    The family of the late Shadrack Arloo has petitioned the Inspector-General of Police (IGP), Dr George Akuffo Dampare to thoroughly investigate the death of the 32 year-old man.

    He is said to have been killed by some Police officers at the West Hills Mall in Accra last week.

    According to the family, the manner in which the late Arloo died is a clear case of murder and want the cops who had an encounter with him investigated.

    “…this unfortunate incident happened as a result of the reckless disregard for human life exhibited by your officers on the scene, ” the petition from the family said.

    “Your officers at the scene together with the private security stationed at the West Hills Mall and other persons on the 30th of January 2023 acted together to violate the deceased’s rights to human dignity and to life as guaranteed under Articles 15 and 13 of the 1992 Constitution.

    “The standard operating procedures of the Ghana Police Service on arrests and use of force were also recklessly disregarded by your officers in this incident and they cannot be absolved of criminal liability as their negligent acts and omissions led to the death of this young man who had his whole life ahead of him,” the family said.

    The family said the demise of Arloo has caused the family grief as well as denied the deceased opportunities in life and his child has lost his father for life.

    They, therefore, urged the IGP to cause a full-scale investigation into the murder of the deceased by the Police officers and their abettors at the West Hills Mall in respect of the events of Monday, 30th January 2023.

    Additionally, the family petitioned the IGP “to initiate or cause to be initiated, negotiations with our Clients to cover the cost and the financial burden brought on the family due to the recklessness of your officers and negotiate reasonable and appropriate monetary compensation to the family for the loss of life and for support for the son who has many years to live without the deceased.”

    Background

    The deceased, Shadrach Arloo, was scheduled to travel to Germany on Tuesday, January 31, 2023 but 24-hours before that journey, he had an encounter with some persons, said to be policemen that resulted in his death.

    Arloo was allegedly beaten to death by one of the said policemen, assisted by suspected private security guards around the West Hills Mall area in Accra on Monday afternoon.

    The Incident

    His sister, Perpetual Didier, a gospel musician, said Shadrach had gone to the mall for shopping to buy some items he was expected to carry along to Germany for his elder sister.

    She said their sister had facilitated his documentation and travel.

    On his way out of the mall premises, he was reportedly confronted by the the said policemen numbering about four and the private guards, Graphic reports.

    The policemen are said to have demanded that he hands over his luggage for a search which he rejected and insisted he was not going to do so.

    Her explanation, according eyewitnesses was that, he suspected that the police can plant something in it to incriminate him so he rather wanted it done at a nearby police station.

    This resulted in an altercation, during which Shadrach was reportedly beaten and tased, resulting in his death.
