Rishi Sunak said he would not pre-judge the report from his independent adviser into claims about Dominic Raab.
His deputy prime minister remains in place as Mr Sunak carried out a reshuffle on Tuesday and said it was right for the review process to conclude.
He added that he would not hesitate to take swift and decisive action if someone in his government had not acted in line with standards he expected of them.
